"cat owners should keep their pets indoors and not replace them when they died."There is no constitutional right to keep cats. Let's ban cats, dogs, snakes, fish, all pets. You don't need a pet. Think of all the money spent on pets that could be redistributed to "The Government." Obama needs your pet money!
