Restaurants Selling Fish That Doesn't Exist

I mean it's a resaurant, right? They are supposed to bring you your food soon after you order it. So, if it doesn't exist, they can't bring it. Who pays for food they never got? I would never go back to that restaurant, though. I'm hungry, I want food, not games.
