Not Saddam's Words
Not only did Saddam not show for his speech, but these are not his words. It sounds more like Bin Laden than Saddam. While Saddam doesn't hesitate to use religion when it suits his needs, that speech sounds a little much for him. Saddam is not in control of Iraq anymore. That's my opinion.
Civilians Running A Checkpoint
We have signs posted in their language explaining they will be shot if they don't stop. I saw them putting one up, and it was huge. I think it's safe to say the civilians understand that. The security procedure is necessary given the very real threat of suicide bombers. I saw an episode of COPS where the officer made a traffic stop and the driver got out of the car and ran in a threatening manner toward the officer. The officer pulled his gun, OF COURSE. In this instance he did not shoot but if he had...too bad for the driver. You don't do that unless you have a deathwish.
Having said that, I don't think you can discount the distinct possibility that it was a suicide attack. What would be worse for the coalition - a suicide bomber killing maybe 1 or 2 soldiers or a suicide attack to make it look like the coalition is deliberately targeting civilians? Exactly.
